My reading of Hoov's message is that details have to be released by March 8. Assuming (see below) that they still have something to be voted on on April 12.
The formal fairness evaluation and recommendation to shareholders is another matter. As Hoov noted, that can come later.
Of course, if details are NOT forthcoming on or by March 8, then the April 12 meeting can simply be rescheduled or cancelled as appropriate.
In fact, let's not forget, just because something was being planned weeks ago for March 8 and April 12 this does not mean that they have to carry through with whatever it was. If circumstances have changed sufficiently (e.g., because of the recent share price run up), maybe the plans will be reevaluated and changed?
