This is exactly what I mentioned before. It''s part of a bigger plan directed by the Kremlin. Actually, it's not even secret, it's public information that Russia wants to be bigger in mining in the 21st century. I found it weird as well that there are now two companies owned by the same guy, Prokhorov, that practically do the same: they mine precious metals.
