Fredericton, actually I think you are mistaken about that.
If you listen again to the question at that first link, you will see that it is the CALLER who raised the idea of a "scorched earth" policy about 22 or so seconds in. Major was responding to what was he was being asked in the question, he did not pull "scorched earth" out of a hat.
