I'm sure there will be more accurate opinions following my own (haha they may even point out where mine is flawed!), BUT I'm thinking bxx did not move on this because they simply cannot afford to buy right now.

Bxx doesn't have a lot of cash flow. Cuu has Ernesto to bankroll a purchase like this. In face, the two million borrowed two months ago (without any repayment or interest terms) may have been to pay for this very purchase.

All me guessing, but I think it comes down to Bxx not having the money to make this purchase.
