This is why all of this new infrastructure is a very good thing:

Under the HGA, the system operator (to the extent it is necessary to ensure the
stability of the system), the public utility wholesaler, the public utility suppliers, the
traders, the gas producers (to the extent of their production) and the eligible
customers (to the extent of their own consumption) have a right of Third Party
Access (“TPA”) to the free capacities in the transmission, distribution and
storage systems. Access must be granted on a non-discriminatory basis to all
operators.
