Perhaps, Baosteel want a piece of action in Quebec Labrador Trough as well (to compete with her sister Wuhan). One way to get in cheap is to go through the back door via FNC, which has an extractive pakage for making steel: iron of course, and chromite and perhaps lots of Ni, just next door to NOT Eagles.

FNC Market Cap: a tiny $24.6 M for Baosteel billions of dollars.
