In my guess, P.S. hasn't yet transferred the necessary fund for MacDougall to execute the said plan. This is a good plan to clear out shares in the range of $.065 - $0.07. The company may have about $750,000 in cash and may have to sell 1 million shares of RGX to go ahead with the plan as promissed to the public. They can't annouce NR that is a smoke in the mirror or obscured which would create further damage in trust relationship with the shareholders. The AGM is comming in October timeframe.
