...seriously though, given the history of FNC's past coomunication efforts  as well as the known tardiness of governmental affairs, I   think that this current  level of clarification is the best that you are going to get, unless FNC has decidely turned over a new leaf. There may just be too many balls in the air /unknowns due to the different parties involved,  for FNC to be able to provide greater clarity/accuracy at this time.
