The $20 million is not in the financial statements because it hasn't been determined when or how that money is going to be spent. It's not even certain to get spent until it's a done deal. 

It's a bit like saying you are going to pay for your kids university eduation eventually. It won't show up on paper until later, and only if the kid actually goes.
