You can earn activity points by filling your profile with information about yourself (what city you live in, your favorite team, blogs etc.)
I'm not sure about the Activity Points theory since one of the Hubs I follow closely lists a ton of Hub Leaders only one of which has been active for a very long time. Check out the HL list at PDG. Also I know of several HLs whose ratings are sub 3.1. Quien Sabes?
