You can earn activity points by filling your profile with information about yourself (what city you live in, your favorite team, blogs etc.)
I wonder about the theory that folks were removed from HL status due to a declining score. Webgogs only has a score of 3.1 and is still on the list of HL's. The Activity Points seem to be a main driver of HL status (the HL list appears to be organized by Activity points).
