Yes that is a tactic that is used as some people simply monitor stock halts and trade them. I don't think GNH has ever used that technique and the ones that I have seen it used on lately havent held up that well - EFG and more recently GPD.
If the project merits attention, I believe it will get it.
On the note of jurisdiction..... I saw an NR come out today with 1.14g/t over 716m and the stock is barely up 12% because it's in a less favorable location in Central Europe and I saw another one where a Co simply stated that they bought a claim block in the White Gold District in the Yukon and the stock is up over 20%.
.... Interesting to see what kind of news people decide to trade.
