Most of the practises on the planet originated with US investment banks and firms in Canada have simply followed suite for years. The problem is much deeper and ingrained in the system as accepted practises. The best that can be done is companies try to know their shareholders just like investment firms are required to know their clients today and use this knowledge to try and influence who is financing the companies activities but keep in mind that hedge funds get the best fills at investment firms because they generate the most business and best commission structures ergo most investment bankers would never deny participation to their highest paying customers anymore than anyone running any business would.

One idea that may be worth pursuing is to build a black list of hedge funds that companies would adhere to but this would be fought hard by investment banks, etc., and may limit access to needed capital for development firms. It also would require some seriously large influence from investors with big dollars who would supoport this endeavour something like green only funds.

Make no mistake there are some agressive practises by hedge funds in the market as there are by mutual funds who loan their stock for a small fee to enable shorting and investment firms providing market maker type seats in the building with capital and a mandate to make money anyway they can. It's also possible that any company trying to disallow a hedge fund access any also be blacklisted in return by the hedge funds and maybe invesment banks.

There are also more imaginative ways to finance with forward sales, JV's, sovereign wealth funds, high net worth individuals, convertible debentures, etc. but these are far more work and very time consuming than calling your local brokerage/investment bank and most companies are woefully short of personnel and time with most resources focussed building the resource or company.
