I think it may be an honest editorial mistake since the reporters sometimes don't have a very good reference for the numbers being presented. The same thing happened with the story of that hedge fund who bought all (or most) of the physical cocoa supply a while ago. If I recall correctly, the news reports incorrectly reported the value on the high side by a factor of 10.
