By consensus of inteligent citizens BUT what if those very citizens neglect their citizenship duties by not expressing their vote or are unwilling to be informed on the subjects they should vote on, until too late.
Too often citizens leave it to others to think and form decisions on their behalf. That is how dictators grow and democracy fails.
The individual citizen is the building block of democracy which is as strong and efficient as the material built from.
