I'ld say an Obama win would bring the end sooner. If you have a regime change then there will be a time period when nothing gets done ( lame duck period for Obama plus settling in period for Romney ). During this period the government is essentially on hold and will have difficulty screwing things up as fast as they already are. On the other hand if Obama gets a second term then he can continue screwing non-stop.
