Purely in my opinion - I think the FN are doing this to slow this process down and/or to flex some muscle in a bid to get heard. Apparently, much of the conversation (smelter, road, power rates, etc) is between Cliffs and the Ontario government behind closed doors. I think FNs (rightfully) feel left out and that many decisions are being handed to them with the duty to consult being ignored. I think they are doing this to get in front of a judicial body (rather than simple press releases). FN are trying to secure their rightful seat at the table given this impacts their way of life.
