Since I do not work for KWG, (just an investor), nor the GCA, nor ONTC, I do not have access to the details of any business plan.

The question of the day is will the premier, Finance Minister Charles Sousa, Infrastructure Ontario Minister Glen Murray and Northern Development and Mines Minister Michael Gravelle instruct Infrastructure Ontario to release the ONTERA RFP documents as requested by Brian Kelly, GCA spokesperson?

It appears that Ontario has no one working on any option other than divestment.

The GCA asked for the ONTERA documents back in February of 2013, so they could submit an accurate business plan and Request for Qualifications (RFQ). However, "Infrastructure Ontario" blocked the GCA and James Bay & Lowlands Ports Trustee Corp. from access to the financial statements of each ONTC division, making it impossible for them to submit an accurate business plan and Request for Qualifications (RFQ)

"Infrastructure Ontario" is not providing a mechanism for the sale of the entire group of assets as a whole. Without a detailed plan demonstrating the group’s technical expertise and financial backing, Blondeau said it’s highly unlikely Infrastructure Ontario will invite them to participate in the next stage of the divestment process.

In January of 2013, Wynne discussed the divestment of Ontario Northland, saying the "outdated" coach industry needs to be re-regulated. "It's an outdated regulatory regime, and I think it's constraining the ability of private industry to provide the best service."
