That is a critical observation. The Reno Processing Facility factor. I think your assumption is key to this whole thing. What is the status of that Processing Facility. I think it is really more of a Research Lab to find out the best ways to process the lithium clay than it is a "Processing Facility" at this point, however LAC does have plans to have a Processing Facility for the lithium clay coexistent with the mining facility out at Thacker Pass... so, if I am correct on that then the 2 facilities have 2 very different purposes and should not follow under the same umbrella.
Having said all of that above I have to follow with the disclaimer that I am not 100% certain of my viewpoint on this situation, just that this is my present understanding of events. I am sure someone will correct me if I am on the wrong track, but I view the Reno facility in an entirely different context.
Go to the link I provide below and this 2019 article shows a "processing plant" clearly on the campus of the Thacker Pass map and also shows a visi by U.S. Senator from Nevada, Catherine Cortez Masto to the Reno facility where it is labeled as: "The Research and Development Pilot Plant".
