I think that's like filing a criminal complaint that the attorney general of the state (or whatever their equivalent would be) can either take up to file criminal charges in a court of law or ignore. Here, the governor asserted his legal standing to complain about the company under the emergency pandemic laws. Quite possibly, to avoid actual ccriminal harges, what happened after that is that the company changed its SOP (we've seen evidence of that on this board) and paid a fine (maybe the AR $5M) to mitigate suffering by the local population. 

I'm probably misinterpreting this, though. I'm terrible at Spanish. I also remember that this topic was previously extensively discussed and that my reading of this report would have been a minority opinion. :-)
