Yea, so after the final EIS is posted the 30-day clock starts to run. I don't think that the NOA for the final EIS has been posted yet. That is likely to be a catalyst for stock run-up. It basically says that the BLM is giving the project the greenlight. Of course, groups could sue and appeal, but there doesn't appear to be broad or highly focused opposition.
