Two folks on Stocktwits claim to have called the BLM admin responsible for this project and were told that they are required by law to get it published by the 20th, but that they expect to submit the RoD on or before the 15th. Not sure if WB is one of those twits (possibly with a different handle over there) or if he/she read the same message I did.
