Maybe I found the answer as to why Ormat would make such a move as to suspend construction.  In replying to a post from Bodysurfer about the Rhyolite Ridge Project of ioneer and their environmental challenge regarding the Tiehm's Buckweat Plant environmental issues it becomes abundantly clear that ioneer instituted a "Buckwheat Plant Protection Plan" to cool down the heat coming from environmentalist objections about the Rhyolite Ridge Project possibly eliminating that particular plant from existence.

Just speculation at this point, but maybe the folks at Ormat took a long look at what ioneer did at Rhyolite Ridge and have decided on some type of similar response to the "environmental activists" regarding Dixie Meadows and their own toad war.  Maybe?

Just pure speculation on my part.  Anyone else with other ideas on the Ormat decision?  As Clifford said:  "Anything can happen" and "anything" did at Dixie Meadows.
