Shorting is legal sag, I would personally never short a stock like NOT, but many do and are very successful doing it. When a person shorts a stock, of course their intention is to drive the stocks share price down. By the very nature of shorting this is the intent !!!

What are you missing on this?

 The security commission does nothing, they turn their heads. If they wanted to keep shorting above board they would force those that short to post these facts where every investor could see them. They show when people buy a stock and go long, why not show the shorts on a minute to minute basis?
