I'm of the impression that NEC E A probably does want to settle, just as the rest of the NEC entities did... but TPL is telling them uh uh...  You offer X.. we want 5X... Oh, you offer 3X.. Umm, we want 6X.  Just a thought.

Also, considering Toshiba & Matsu.. which entities are entirely or mainly semi producers and which are not?
