How would you interpret a senario where PTSC is having a PR blitz (pump) while at the same time major shareholders (S&L) are selling off tens upon tens of millions of shares (dump)?

Convert the warrants and sell those shares first under as controled a situation as possible... then start the PR blitz, when there are no more warrants to throw on the upcoming fire
