If you think about it, the "mandatory" PR of reporting each licensee (early on with big fat numbers) should have been "good enough" to prompt retail interest. And it did. And at that time the litigation was way off in the future and not at the forefront.
Blame S&L? Yes, to a large degree, but for the ultimate benefit of all. Blame the flippers/traders? Absolutely - they plundered with no abandon, purely for themselves. I realize that this is a lot of what the market is about, it's just a fact. But it's so much easier to blame PTSC and S&L for our errosion.
