Excuse me. I stated the wrong Senator, earlier post.

Opposing the amendment, Sen. John Cornyn, R-Tex., said an Eastern District of Texas court, which has established a reputation as a venue where these types of challenges are quickly dispensed with, would lose out, as fewer parties would be able to select it as a venue.
