I think your suggestion is right on with regard to starting a new topic for discussion. But if a person is responding to another poster, then I think the RE: 'same title line' would be appropriate, otherwise, folks could not follow the thread. In other words, all posts associated with that particular subject should maintain the original title line. JMO
