You miss the point re: the math.  The point is that with 485 licensee candidates, it should be a piece of cake to nail 10 a year.  And with the legal staff that has been built, could be a hundred a year for four years (to push it to the extreme). 

The rest of your post seems conflicting.  First, "JT isn't worth $250K/year"; then "why does PTSC need a high-priced CEO?" (BTW, in CA, that ain't high-priced at all for an EE CEO - recent EE grads are offered $125K+/year with zero experience), then "PTSC needs a more talented CEO" (presumeably for well under $250K/year).  Forgive my paraphrasing.  Your math is a little off.....

Your eyes still don't seem to be on the prize - just gloss right over it - and complain about stuff that isn't going to change anytime soon, if ever.  This wears me out!
