I figured the Philips deal may not be that big because they do not have the majority interest in NXP.  It seems logical to me that the consortium may be next to sign a license agreement.  Or, as others here have suggested, perhaps they are talking to PTSC, TPL and Alliance about a lot more than a license.

 Then again this is just a guess on my part as I don't know if the consortium is obligated to sign a license agreement just because Philips did.
