At two of the SHM I heard it stated that PTSC doesn't want to have to keep track of royalties. They want the money up front. No accounting tricks or people that have to be paid to make sure every chip is counted correctly. IMO PTSC doesn't need any subprime payment agreements that someone could back out of a few years down the road. PTSC has waited long enough for payments on fees owed. If those fees had been paid to PTSC when the tech started being used PTSC could have at the least  been earning interest on those funds. I assume that is being figured into the setttlement amounts.
