Maybe...  Actually probably.  So what?  It's still money in the bank, and a probable positive influence on settlement negotiations.

The news I expect to come soon will blow this new license away from a PR perspective.

I couldn't care less that Turley didn't "speak" in a PR issued by PTSC (the fact that everyone is forgetting - it's not like PTSC didn't bother to announce this news).  And what was he to say that would add any value beyond what Rick Schuette had to say?  Handling it this way probably (certainly) made it easier and faster to get the PR passed TPL's watchful eyes and in front of our's.
