I think it says "Granted" because the lawyers are providing (ie. writing it for him) an order for JW to sign, but it doesn't become and order until HE signs it. It's written that way so all he has to do is sign it to make it official. Otherwise, he'd have to edit it to add the "granted" language. That's my take on it.
