Thanks Mike. So it looks like I should have read a little more carefully, linking the individual provisions to the proposed efective dates..... Also, while actually searching for something else (see my next post), I was also reminded of this:
"Dear Friends and Shareholders:
There is legislation pending in the U.S. Congress known as the "Patent Reform Act of 2007" (HR 1908, S 1145). This proposed legislation, if passed, could have far-reaching effects upon inventors and patent holders in the United States and abroad. It may also have an effect upon the IP portfolio of Patriot Scientific that is currently managed by Alliacense and TPL.
TPL has posted on its Web site a collection of informative articles and documents on this matter which we encourage you to read. While Patriot Scientific does not wish to influence anyone's opinion in this matter, the company feels a responsibility to inform its shareholders of pending legislation that might affect their interest in the company. Among the documents at TPL's Web site is a draft letter that you may send to your senator or congressman if you disagree with the proposed legislation. All of this material is available at www.TPLGroup.net/legislation. "

That's from 7/27/07.
So I stand corrected - there may be a possibility of impact on the MMP. But I'm thinking such impact would only "hit" if there were further formal litigation (i.e., the provisions as I see it don't impact standard licensing, but more determination of damages as a result of formal litigation).
I still do believe that this proposed legislation will go nowhere, and is more being used as a temporary "money machine" for certain legislators.
So we should keep an eye on it, I suppose, but I'm not going to lose any sleep over it.
Thanks again, and Merry Xmas!
