I'm not sure why the two "23rd" PR's but I AM sure that the difference between what TPL & PTSC indicate in their counts are the AMD & Intel licenses.  Once you realize that, you can then compare the Philips PR from PTSC which shows 23rd license to the one from TPL/Alliacense which shows it as the 21st license, and move forward from there to prove the point that the J's BOUGHT LICENSES and that there are in fact 34 published license deals to date.
