USPTO-question concerning the person in charge of the 2. examine

TPL received the non-filnal action concerning the 548 and 148 patents. Due to my knwoledge, TPL/PTSC have now 2 months to replay to the USPTO.

Is there a rule in the USPTO that the response from TPL to the non final actions will be checked by another USPTO examiner or is it done by the same examiner of the 1. step?

Are there any rules in case of a dispute that the 2 ore more examiners have to cross-check the patents?
