I think you are right.

To play at the OTC with a lot of money in case of S/L could be difficulty. However, they invested a lot of money in the past , when the situation of PTSC was IMO much more risky. Now, if we think positive, why do S/L sell there shares if they have a chance to gain much more $ in the near future?

IMO, there must be reasons we don't know. Hopefully this will be done to set out the way to collect new big investors in the future.
