In concert with my WAG post; I have opined previously that maybe the trading restrictions and the flurry of licenses in Jan suggest that there was a "feeling" within TPL/PTSC that something was about to break loose at the USPTO - along the lines on the infamous contingency theory. And this would be on the '336.
Then perhaps they were advised by the PTO that the '336 wouldn't go the final steps until the '148 was ready, because they are so integrated (with the '148 being largely dependent on the '336, and perhaps vice versa to a degree).
The plan changed. They still had a need - a requirement per the CC - to "hide" the J numbers when they hit. Thus, more contingency deals in Feb (and thus no reprting of those licensee numbers in the Q) in order to hide the J numbers when they do hit - they'll all hit at the same time.
