I emailed that question to them last night. But it seems to me that it's a pretty stupid question. If there were any planned action on the file (outstanding), why would they send it to a long term storage warehouse? Now consider the guidance in that link. Once initiated, the file resides with the examiner until the re-exam is concluded.
I'm probably going to have to put my detective hat on again to determine timeliness of cert reporting/issuance. However, since (if I recall Eggbert's info correctly) the '148 and '584 files went to the Record Room on 4/25/08 (?), the certs should be issued, and the USPTO status system should show the certs and that the re-exam effort is complete.
If you would like to call the USPTO, please do. This could answer those two PTO questions. With that in hand, we may have some questions for PTSC. This would be, IMO, a definite "Material Event".
