Often I have heard it said that althought the certificate is issued by the examiner...to not count your chickens before they are published in the Official Gazette.(about 4-6 weeks after the notification to issue a certificate) That is "official" notification to the world that the reexam has been completed with the attached findings inthe examiners filing.

On the other hand if one owned a company with a patent that had the examiners certificate issuance posted to the USPTO ...go with it...the chances of it not being published after that is issued is very very slim...IMO
