The restriction was put in because of the settlement announcement. Many here took the leap and automatically thought the settlement was hugely favorable, and thus came to a certain mindset. In actuality the settlement does not appear to have met expectations, so many then could not understand the need for the restriction. But insiders, knowing that the settlement was perhaps not as favorable as the market was anticipating, could have traded (sold) without the restriction, prior to the public getting the information in the Q. Thus the restriction was there to perhaps not only prevent them from buying in case they knew the settlement was good, but also to prevent them from selling (early) in case they thought the settlement was going to be viewed as bad in the Q. A different way to look at it I know.
