I remember reading a post about how the next action by the uspto would be final because the non-final action stated so. I'm pretty sure thats negotiable and the previous non-final action issued for the 148 stated the same. Read the last page of the non-final action sent last year and it states that the next action is intended to be final. ITs not absolute.
