Well based on your post that the 336 is not dependent in any way on the 148 one would assume that the 336 could be issued independent of any 148 process or review.

On the other hand with these guys being in the same GAU and probably interacting all the time while doing these reexams there could easily be just the human nature aspect of one waiting for the outomce of the other to see if it has any effect on the latters reexam findings....just a thought on my part, but if totally independent as you say then we could hear about the 336 even before the 148 is completed.
