I don't think that's the case. I've followed their website for several years. It is alway accurate and updated, for the most part. Was TPL attempting to keep the cat in the bag for as long as possible? How would a potential infringer react upon learning the inventor was suing the very company soliciting a license from them? Especially when they learn the primary issue involves proper ownership of the patent.
From Moore's website:
"The PTO maintains a searchable database of Patent Assignments. It indicates that certain patents have been assigned by Charles H Moore to TPL (Technology Properties Limited).
This has created confusion as to the ownership of these patents. I never assigned any patents to TPL."
