I cringe at the thought that RG has already spent time/effort/money to put his plan into action and only now determine he does not know how to market it.
While you may have it right, I would hope that the rationale is something more along the lines that EMR is not progressing as hoped because the money isn't there. Unless you are willing to finance a la GE, probably not going to get much business near term.
Hence the need to focus more on the government. And you do not need Baroni to let us know that the PDSG offering needs much more to attract attention. I would think RG already knows that much.
