The key issue is whether you have a viable company that is undervalued. if not the shorts will come in and destroy the stock

So if you have an undervalues viable company with a penny stock stigma you need to lose the stigma so the your value can be properly reflected

However right now the value in the company is only about 7 cents per share with little hope for survival given teh current management bleeding cash in to the sewers...

Again the only hope is a windfall in teh patent courts
