My focus was on injured people where, for example, a police officer arrived first at the scene which was some distance from the patrol car. Sending a video of the incident could then be relayed via a co-ordinator to prepare and facilitate those yet to arrive. Any medical advice could be with that officer in seconds, or a request for more detailed video information of injuries etc..

Using a Samsung Innov8 (I humbly suggest a look at this phone) would also precisely locate the site of the incident.
