all's we know is they're escallating - from what point, pre-exam - reexam-itself, is anyones guess.

My guess be escalating from those who licensed during reexam, because they imo were piddly...

but IMO they're done playing with these folks and the fact they making installments is and indication of big numbers not just economic times.
