IMO there is probably ongoing negotiations with several if not many assumed infringers but any possile infringer, IMO, will use any reason they can to delay payment/agree to infringement.

The new recert app. in many peoples' opinion is a formality that will be settled in the next 6 weeks or so and the assumption is that there will be no new reexam started.

Once that is determined ,in writing/PTO posting, then we may see more licenses flow into PTSC starting near the year-end which is for many companies their fiscal year-end too, thus they may want to clear their books of any payments and start their new fiscal year off with a clean slate of possible liabilities.
